Education is an extraordinary tool for the mind. The extra circular actives that students participate in, Math Counts, Future Cities and similar programs, help students expand their minds and imaginations. These are vital tools for learning and excelling in math and science fields and helps shape our future engineers.

Charles Penland, P.E. is a Senior Principal and Executive Director of Civil Engineering Services for Walter P Moore. He has more than 30 years of experience in various aspects of engineering design, project management, and construction with a special interest in hydraulic design, hydrologic analysis, and flood protection. He is a licensed Professional Engineer in Texas, Florida, Kentucky, and Illinois.

Demonstrating a strong personal commitment to the engineering profession, Mr. Penland’s leadership has been widely sought by a variety of professional, industry, and educational organizations. He has made multiple presentations on flood protection design and flood emergency preparation. He has been a guest lecturer at Rice University, speaking on the topics of hydraulic design and hydrology analysis. Mr. Penland teaches the Civil and Environmental Department’s Senior Design class at Rice University.

The Harris County Flood Control District (HCFCD) was created by the Texas Legislature in 1937 in a response to devastating floods that struck the region in 1929 and 1935. The work of HCFCD is evident throughout Harris County including many bayou improvements and flood control detention facilities combined with recreation areas. But is that the whole story?

MICHAEL D. TALBOTT, P.E., is the Director of the Harris County Flood Control District in Houston, Texas. Under his direction, the district carries out its mission to provide flood damage reduction projects that work, with appropriate regard for community and natural values. That mission is executed in the third most populated county in the United States, which includes the City of Houston, the nation’s fourth largest city. The district has jurisdiction over the primary stormwater facilities in the county, which consist of about 1,500 channels, totaling nearly 2,500 miles in length, as well as more than 40 regional stormwater detention basins and a 2.5-square mile wetlands mitigation bank. Mr. Talbott is a licensed professional engineer with a Bachelor of Science in Civil Engineering from Texas A&M University and a Master of Business Administration from the University of Houston.

Just a reminder that our March meeting is Tuesday March 13, 2012. Mr. Bryce Levett, Director of Risk Management Solutions at Det Norske Veritas will be speaking on the Deepwater Horizon BOP Forensic Investigation.

A Joint Investigation Team (JIT) of the Departments of the Interior (DOI) and Homeland Security (DHS) was charged with investigating the explosion, loss of life, and blowout associated with the Deepwater Horizon drilling rig failure. As a part of this overall investigation, DNV was retained to undertake a forensic examination, investigation, testing and scientific evaluation of the blowout preventer stack (BOP), its components and associated equipment used by the Deepwater Horizon drilling operation. The presentation will cover the background, journey and results of DNV’s investigation.

TSPE’s efforts with the 82nd Legislative Session again proved to be a lot of work, and again, we had a lot of successes for PEs. While we have all been kept informed on the progress made during the session regarding issues related very closely to our profession such as preserving QBS, encroachments into our scope of practice, dam safety and the architecture/engineering scope of practice dispute, there were many other bills passed that impact our business in the construction industry.

At our January lunch meeting we are pleased to have Mr. Mitch Milby and Mr. Robert Miklos review many new bills that will impact our work in the construction industry and our business operations.Mr. Milby is an experienced trial attorney who works in the construction law field, and Mr. Miklos is a former state legislator who can provide an insider’s view of the legislative process. Please come welcome Mr. Milby and Mr. Miklos as they discuss what other matters we need to know about from the 82nd Texas Legislative Session and what we might see in the next session.

A critical part of the Mission of TSPE is to promote the establishment and preservation of ethical conduct and practice by members of the profession. To achieve these goals, we must all stay current on the roles and responsibilities of professional engineers.

The TSPE Greater Houston Chapter is pleased to present TBPE Board Member Lamberto “Bobby” Balli, P.E., who will present a program on current rules and regulations regarding professional ethics at the November monthly luncheon. His presentation will include real life examples relating to these topics. This program will be at least one hour in length and will provide the minimum 1 PDH required per renewal period for professional license renewal relating to the area of professional ethics, roles and responsibilities of professional engineering as described in 137.17(c) of the Texas Engineering Practice Act and Rules. We are very sad to report that George Love, P.E. passed away on January 27, 2011. George was a long-standing and well-respected member and supporter of the Houston engineering community.

A memorial service will be held to honor George on Monday, January 31, 2011 at 11:00 am at the Christ Evangelical Presbyterian Church [8300 Katy Freeway, Houston, TX 77055].

There will not be a visitation or a funeral home location, so any flower arrangements should be coordinated directly with the church office [Phone: 713/526-1188]. It is anticipated that specific information about memorials will be in the official obituary in the Saturday Houston Chronicle. We would also encourage you to consider a memorial to the Texas Engineering Foundation as George was a strong supporter of this organization that supports education for engineers and engineering students.
