James Pappas is the Vice President of Technical Programs for RPSEA, the Research Partnership to Secure Energy for America, in Sugarland, Texas. He has held the positions of Global Technology Coordrinator, Facilities Engineer in the Deepwater & International Well Engineering & Facilities Division, Deepwater Project Coordinator for Devon Energy in the past, as well as Production Engineer in the Gulf of Mexico Division for Devon, and Santa Fe Snyder prior to their emrger. He has also held drilling, completions, production, operations superintendent, reservoir, and acquisitions and divestitures (A&D) positions with Fina Oil and Chemical Company, UPRC and Amoco Production Company.

James has been involved with TSPE for 10 years. He has held program committee, scholarship committee, and YP committee positions as well as Director position with the Greater Houston Chapter.
He is hte immediate past Private Industry Practice Chair and Executive Committee memeber of TSPE and serves ont eh Ligislative and Governmental Affairs Committee.
James has been involved with the Society of Petroleum Engineers for 30 years. He has been the immediate past SPE International Production and Operations Technical Director and SPE Technical Programs and Meetings Committee Chair, and is a former chair of the 13,000 member SPE Gulf Coast Section in Houston.
He serves on several technical program committees for meetings including: the Offshore Technology Conference (OTC), SPE Annual Technical Conference and Exhibition (ATCE), the Latin American Continental Petroleum Exhibition and Conference (LACPEC), the SPE R&D Conference, and the SPE Production & Operations (P&O) Conference.
He is also active in the American Petroleum Institute (API), National Society of Professional Engineers (NSPE), the American Associateion of Drilling Engineers (AADE), and Marine Technical Society (MTS), and he chairs the University of Texas Petroleum Engineering Advisory Council.

James has authored over 40 papers or spoken at various conferences and interviews on various technical and professional topics including: Monte Carlo reservoir simulation, hydraulic fracture analysis, well conformance remediation, subsea tiebacks, flow assurance issues, floating platform concepts, project management, drilling, government and the oil and gas industry, engineering, professionalism, recruiting, training and development, retention, volunteerism, and ethics.

James earned a Bachelor of Science degree in Chemical Engineering, as well as a Bachelor of Arts in Chemistry with Math and Spanish minors from the University of Texas at Austin in 1979.

Howdy!

I am excited about the upcoming 2010-2011 year for the Greater Houston Chapter of TSPE. This year, there will be many Opportunities as well as many Challences facing the Chapter.

Some of the Challenges and Opportunities provided by the Greater Houston Chapter of TSPE include:

I have thoroughly enjoyed the Opportunities that have been presented by the Challenges that I have encountered through volunteering. I have learned through many years of volunteering that the rewards you reap often far exceed the efforts.

TSPE May 11, 2010 Membership Meeting - Education

Please plan to attend the Greater Houston Chapter TSPE May Education Night meeting on May 11, 2010 at 6:00 pm to 8:30 pm at the HESS CLUB located at 5430 Westheimer Road, Houston, Texas 77056. The guest speaker is Dr. Robin Forman, Dean of Undergraduates and Professor of Mathematics.

At this meeting, TSPE will recognize local middle school students excelling in competitions for MATHCOUNTS and Future Cities. In addition, scholarships will be awarded to outstanding local seniors planning to pursue engineering studies at Texas colleges. MATHCOUNTS and Future Cities competitions provide today’s students with the foundation for success in science, technology, engineering and mathematics careers.

Scholarships - Submit Application by January 15, 2010

Last year was another great year as far as scholarships are concerned. The Greater Houston Chapter awarded two renewable 4-year scholarships in the amount of $5,500 each, two additional scholarships of $1,000 each to graduating high school students in the Houston area and another $1,000 scholarship to a University of Houston Engineering student. The total amount of scholarship awarded including previous 4-year scholarships was $16,000. This was above and beyond any previous year of scholarships.

The Texas Engineering Foundation (TEF) has recently approved the 2010 scholarship application form. The scholarship applications are provided to Texas high school counselors and will soon be available at www.tspe.org under the scholarship heading. In addition to this scholarship application, other funding options for students pursuing engineering can be seen on the same website location. The scholarship applications are due Friday, January 15, 2009. If you know any students who qualify for this scholarship program, encourage them to visit the website or contact their local Scholarship Committee Chair.

This year, the Greater Houston Chapter will award two scholarships to graduating high school seniors in the Greater Houston area. The scholarships are in the amount of $5,500 to be spread over the four years, gradually increasing with the advancement of the student. Students applying for the scholarships must meet GPA, SAT or ACT requirements, plan to attend a Texas college, major in an accredited engineering program, and plan to participate in an engineering professional society, preferably a student chapter of TSPE where available.

The Texas Society of Professional Engineers (TSPE) is a major group within the National Society of Professional Engineers (NSPE) and has a membership of some 6,000 at this time. The local Greater Houston Chapter has around 1,200 members in multiple disciplines including civil, chemical, mechanical, and electrical. The TSPE Conference & 74th Annual Meeting The TSPE Conference & 74th Annual Meeting will be hosted June 23-26, 2010 by the Fort Worth Chapter at the DFW Marriot & Golf Club at Champions Circle, Fort Worth. The conference is a prime opportunity to network with other professional engineers in all disciplines from across the state of Texas. MATHCOUNTS is a nationwide program that promotes math excellence for 6th, 7th and 8th grade students and combines the efforts of education, business, government and the technological community. It is a math skills coaching program based on higher thinking skills development with a series of progressive competitions at local, state and national levels. It motivates students to do well in math and recognizes and rewards them for achievement. The program also gives the math teachers an incentive to excel in their classrooms.

Political Action Committee for Engineers

The Political Action Committee for Engineers (PACE) distributes funds collected from members of the Texas Society of Professional Engineers. These funds are contributed to candidates for legislative and statewide offices whose ideology and/or voting records are consistent with the goals and objectives of engineers. While the amount contributed may be modest in comparison to a number of other political action committees, this along with other Texas Society of Professional Engineers' involvement will allow us to continue to be a leading voice for Texas engineers. The PACE Board of Trustees meets several times a year to monitor political developments, formulate endorsements and recommend contributions to various candidates. Endorsed candidates do not necessarily receive PACE contributions, as some may be unopposed or simply not fully supportive of TSPE's legislative agenda.

In addition, PACE co-sponsors, along with the Legislative & Governmental Affairs Committee, a legislative reception early each regular legislative session. Finally, PACE and TSPE work together with other business and professional groups (such as the Texas Civil Justice League and Texans for Lawsuit Reform) in order to have an effective impact upon the election process, thus electing candidates to political offices who will help make a healthier economic environment for all Texans.

If issues such as protecting the integrity of your engineering registration, liability reform, taxation, competitive bidding, etc., are to be influenced by engineers, we must continue to increase our level of commitment so that our impact with elected officials will become more significant.

Engineering is an honored profession. Many studies have indicated that the general public has great respect for the engineering profession and the ethics that engineers exhibit. We must ensure that our profession remains in high esteem and make certain that those who aspire to reduce our position in society are not successful. We must make sure that we have a healthier business climate in Texas if we are going to have a higher standard of living for ourselves and future generations.
